The incubator is not heating completely, just the top part is warming up and not very much.

I am having a similar problem.  It does heat a bit , but says it's overheating, The temp is stuck at 60C. I am assuming this is an issue with the circuit reading the temp probes?

found the issue was a bad temperature probe. Called the UEC the original manufacturer of the probe. Said that they don't manufacture that probe anymore and did not recommend using it as a replacement.  Does anyone know what Thermo should be using as a replacement? Don't want to order old stock if UEC says they due to age are likely to not work.

The current probes are 2252 Ohm/25C NTC type. T2066 was the model my unit had, not sure what model other units have.  These cost around $12 New but others are selling the older possibly bad units for $160.

Have you fixed the problem yet? Thermo Fisher is still selling 2252 Sensor, just search part number "290184" (http://www.labequipmentparts.com/) it cost $130.

I ran into similar issue recently, and might need to fix it myself too. These old incubators reach their service life, and nobody would even care to do the repair...  :(
