Calculating the C1 and C2 of WLF

Hi,  i am going to calculate C1and C2 of wlf equation, i calculated these parameters with frequency sweep test at 0.1, 1, 10 HZ frequency, but the values of C1 and C2 in master curves of E' and E'' and Tan$ are not equal.why?
