I can only offer this suggestion as a vacuum pump guy, not an instrument guy. If the rough pump is an oil sealed pump, oil may have entered the stator volume during the period of inactivity. When started the pump can't squeeze the volume of oil through the small exhaust valve holes and the pump motor may overload. Most vacuum pump motors have a thermal fuse that will reset after a few minutes. Then you could try it again. The instrument may have another fuse as well. It could indicate a leaking inner shaft seal, depending on the make and model of the vacuum pump.
