High Pressure Filter Assembly Keeps Breaking

About 6 months ago, our instrument's High Pressure Filter Assembly broke(the black plastic appeared to be pushed from the inside out causing a leak/rupture). Part number # WAT025552. I'm not exactly sure what it does, but we replaced it and then 3 months later in blew out again. We figured it was a bad High Pressure Filter Assembly, ordered another to only have it blow out again in 3 months time. 

Any idea why?

Could it be that on our system, its the weakest point so when pressure gets crazy high, it breaks there? Is there a pressure relief valve that I can put in my line so that valve releases the pressure instead of it busting out the High Pressure Filter Assembly.
