Bio-Rad S-1000 Thermal Cycler won't turn ON

Main fuses are not blown.  Fuse,  F103 is not blown.  Fuse F3 is blown.  Also, no low voltage anywhere.  Mosfets Q4 and Q6 don't appear to be shorted by an ohms reading.  Has anyone been inside one of these or done a repair with similar symptoms?

I got the Thermal cycler working.  I replaced the UC2844AN  PWM 8-pin chip,  IRFBG30 power MOSFET, 3 large 220uf 450 volt capacitors, and the 5 amp fuse F3.
