Perkin Elmer 5300 DV water flow problem.

We are having water flow problems with our 5300DV. The instrument thinks the water is on but there is no water flowing. We have tested the flow sensor and believe it is good (the "flow on" position produces continuity when a meter is hooked up) The valve has also been replaced with one from storage (should be good). Same results, instrument thing there is water flow when there is not. Any insights?

Problem solved.  Spoke with an independant contractor (past PE eng), said that a bad board was not probable but possable. Swapped the board and now the instrument works fine.  A rare case of this particular board going bad.
