Filiment voltage too high?

Error message during ignition sequence causing failure, "filament voltage exceeded max filament voltage". Are they referring to the rf power tube filament? Voltage measures 6.5vac. If this is too high, what might cause this? Filament ohms out at 10 milliohms cold. Thank you!!!
