Switching technique-flame to GF

The "change technique" operation was executed, the burner was dropped to the track and then moved to resting position, the furnace began moving into position but stopped ~10 cm prior to the lift stage. It will not budge. It is not clear if it is an electrical issue or if a mechanical one. Any thoughts would be appreciated.
