Show speed but no rotation in SE9

This unit shows "no rotor" even though the rotor is installed. Passed SE 8 rotor sensor test. When I tried to spin it at 120rpm in SE9, the motor was not rotating while the 120 was reached on the display. Does anyone know what might be the problem here? Thanks a lot!
