failed " I-1 imbalance error" at 300 RPM.

how can fix this problem. and how to recalibrate? this is the loading procedure i found on the service manual. Calibration Rotors Customer Rotor Library Loads to be used rotor SX4750 SX4750 2x 700g pos 1&2+2x 750g (1.2d) Pos 3&4 . this will not make it equally weight on the opposite side. can some one explain this for me?
