Cannot reach 20000 rpm with Ja-20 rotor

this unit can only speed up to 18000 rpm with rotor ja-20. is it the motor getting weak? it also making noise bad bearing. i sprayed some wd40 in stator/coil to clean and lubricated the spindle but it couldn't get any better.
