optical temprature & cooling water temprature not ready

In Thermo fisher scientific ICP PRO ICP OES We did every things & procedural steps to make the system ready. But During this procedures to make the icp oes in ready state The parameter "optical temperature" (38 degree centigrade) & cooling water temperature do not reach the required temperature so icp cannot in ready state & not possible to igmite plasma what will be the probable cause of such faults?
